"Could" being the operative word only because it was vetoed. Other wise it would have been "did". If the idea was really dead it would be "could have", but the idea isn't dead.

Just because the states "could" extend eligibility to $62K doesn't mean they "would". From what I understand most states have some pretty stringent criteria for elligibilty. You make it sound automatic.
