cost based rationing, ... doctors. But it keeps the doctors very busy and very well paid... Does anyone think you have to be a genius to be a doctor? 1. The rationing is mostly self imposed by people who look at the risk and diminishing rewards imposed by government tinkering and pursue more lucrative careers. 2. I would not go to a doctor that I didn't think was a genius. Maybe you want to go to a heart doctor that is still reading from the manual while he has your chest open, but I want someone who understands it inside and out while they snake a fiber optic probe through a small incision in my thigh.
