were convinced that peak oil would result in revival of arms race with Russia Russia doesn't have a lot of true believers in regards to Peak Oil. Their economic isolation for all those years prompted them to challenge the traditional geological assumptions that Peak Oil is based on. Their own exploration and research into the abiotic origin of oil has quietly moved them into second place right after the Saudis in terms of oil production. This pushed the US into third place. What the US really needs from them is their technology for finding oil at very deep depths.
