We can make a tremendous difference right now. Americans produce most of the CO2, so we have to take the lead. First, make driving illegal - all jobs that can be done by telecommuting should be, by law. The rest will have to make do with bicycles. Everyone should go vegetarian - it'll be good for them anyway. Heating should be to 60 degrees, mandated by law - people can just dress warmly inside - A/C is made illegal. Only one fluorescent light bulb for any one residence is legal. All homes get a budgeted amount of KW every day, meters will be rigged to shut off after that. Commercial and business lighting is outlawed, replaced by efficient LED headlamps. Further growth and population increase, construction - is made illegal.
