True, but I'd rather just see more tort reform.

Also to a certain extent the defensive medicine has become ingrained in your medical culture. It might be greatly reduced eventually, but there will be a time lag. Stop the lawsuits completely and the defensive medicine only tapers off over time.

re: Right now many unnecessary tests are ordered purely for defensive reasons in case of litigation.

Mostly it's done as a profit center.
