It can't be just unexpectedly high demand. It's in Intel's best interests to overproduce a little. Since the incremental production cost is so low (maybe 30% of revenue), why shouldn't they? If they fall short on production, it's like giving money to AMD.

I think it's both, which is good for Intel and even better for AMD. I suspect Intel gambled a bit on its forecast for yields of the initial 45nm production. Thinking that yields would be great, they switched too much production to 45nm, but wound up with fewer working chips than expected.
