It's pretty weird that because you happen to be north of others, you have control of their water resources which (naturally) flow south. 'suppose there will be a mini-civil war? Naw, no National Guard troops left in the states to fight it.

Forget the legal aspect.......how do you let the 5 million people of Atlanta go without water. Do the towns downstream rely on the river for their drinking water? Its really a huge mess and GA better hope the rains come this winter.
