"you cannot quit, move to a new state and self-insure as no COBRA/guaranteed acceptance on old terms would apply."

That may be true. I appreciate you pointing it out to me. I would be in favor of adding similar requirements to individual insurance to accept in the same condition as employer provided insurance. FWIW when I needed individual insurance many years ago the policy of the insurers I spoke with was similar to what was later enacted.

"divorce the insurance from the job so folks can quit and move on as necessary."

That is a great idea. Get rid of the unnecessary remnants of our industrial past.

"a change to individual policies with tax deductions for some amount as has been proposed by Bush."

Absolutely! The market distortions caused by having health care a tax preference item is part of the cause for excessive healthcare inflation. In addition many people are much greater contributors to the economy when self employed, and some of those people remain employees because of benefits like employer paid insurance.

That's exactly what I was trying to tell Peter when I moved from one state to another and was worried about whether I could GET insurance. Apparently most of the folks endlessly pushing statistics on this thread don't care too much about 'minor' problems like this, or other 'minor' problems like lack of choice in a large state like NY...

John
