Cisco and the government-owned China Development Bank will explore a joint $100 million program to provide capital and expertise for innovative Chinese businesses, Mr. Chambers said. He said that would include companies in information technology, health care, communications and other fields.

Cisco also said it would establish in China its first world-wide green-technology center, designed to address concepts like energy efficiency, reduction of electronic waste and emission reduction. The company said it would establish teams to develop networking equipment for small and midsize businesses in the country.
