President Bush 43 has been a huge disappointment to me. As you mentioned he has pandered to statists far too much. The idea of letting the more drunk Senator from Massachusetts write an education bill was a terrible way to start off. His failure to veto pork laden Republican spending bills was a failure of leadership.

OTOH has has done some things very well. His tax cuts saved the economy from the twin threats of 9/11 and the Clinton recession. Tax cuts have increased Treasury department revenues far more than any economy stalling tax increases could. His pursuit of the terror organization that threaten American interests has shown his leadership in ways that the guy known for sex between the Bushs never displayed. He has shown the ability to react to changing situations on the War On Terror and keep the pressure on terrorists and their handlers.
