Exactly. (That is what the legal right is all about... and it is quite a SIGNIFICANT legal right.)

It means EXACTLY what you think it means.

Exactly the same right as when any other 'person' is involved in a criminal investigation. They can assert the right NOT to answer... and thereby deny telling true facts that are in their knowledge to authorities investigating the alleged crime.

Only... since these 'persons' have 'INFINITE LIFE', there is no natural time limit that applies to any of these 'citizenship rights'.
