You know, I just don't see that. Most foreigners who get a graduate education would rather stay here, in the land of milk and honey, than return to impoverished homelands. I understand what you're saying. I just don't think it is consistent with what's really happening. What empirical evidence do you have to support the view that intelligence gained in USA is "voting with their feet?" I think, to the contrary, most would stay if their visas allowed it. best... LIG
