Looks like I'm not the only one with the same notion. However, I am not sure what they mean by empty kitty (tranlsation: no money). I understand Brazil, under Lula, paid down their debt to the world bank 2 years early and is in very good shape financially. Perhaps they mean FIFA has no money.

This is not the uncle of my cleaning lady, this is a very good and exceedingly honest friend.
