I was simply illustrating with the example of how the Midevil Guilds gained power (economic and political), over the near-monolithic power of the Nobles at that time.

It took an external event - the Black Plague - to break the stasis of the period by killing off around a third of the European population.

This put the labor of craftspeople and farmers and such in greater demand... around which new-found power they organized into bureaucratic structures to protect and enhance their power (the Guilds).

As with ANY bureaucracy (any 'professional organization' be it doctors or lawyers or plumbers or dentists or what-have-you) --- the first imperative is to establish a 'wide moat' around your operations, to keep others out and maintain and enhance your pricing power (by restricting your numbers).
