I would agree except that liberal federal bureaucrats have acted to thwart the President since he was elected in 2000. Some government employees are as you describe.

Yes even when beurocrats aren't the source of the problem, they have built in incentives to go along with their bosses, and the politicians above their bosses. They aren't any more likely than any other group to be heroic or self-sacrificing in order to keep some third party from being screwed by those in power over them.

Sure they are. It's harder to fire them.
