True, but Carter was no longer supporting the use of the American Army as the security force for United Fruit. In 1977 Carter cut off aid to United Fruit and the Guatemalan military who were the proxy fighters. The new Likud government of Israel then took over the financing and supply. The neocons have always cooperated without respect to the national interests of their respective countries.
