I have to admit I got this backwards. According to the Census Bureau report:

People were considered "insured" if they were covered by any type of insurance for part or all of the previous calendar year. They were considered "uninsured" if they were not covered by any type of health insurance at any time in that year.

"Many of whom are already qualified for a government program but haven't applied" - Do you have any idea how hard it is to get into a government program?

Presumably you're not now making the argument that government programs don't work. For me, the point is that people already qualified for Medicaid and SCHIP but not enrolled are being counted among the 47 million.

I have some second hand experience with this... people who are qualified are turned away or put on a two year waiting list.

How about some detail on how or why they were turned down? I know people who have gotten into various programs easily and timely just by doing the paperwork. I know someone who just qualified for Medicaid to enter a nursing home. This was just a few months ago. And I know only marginally disabled people collecting SSI and Medicaid. One qualified based on carpal tunnel syndrome and diabetes, for heaven's sake. I know of no one who couldn't get into a program.
