He can be the biggest jerk in congress, however all politics is local,,, Murtha never has a problem getting elected, he brings so many federal dollars back to his district.

earmarks are like receiving funds for re-election. the more you send back to your district the larger the "kick back" in donations you get for your next election.

just one sick way for congress to spend money without voting. It is the good old boy network, helps keep out competition for your position back home.
