This is not so called "pork" it is the result of plain bribery of elected Government officials by so called "contributions".

For every one who works overseas and wants his project advanced with the help of the local US Embassy he must complete the Advocacy Form or otherwise called FORM ITA-4133P.

So I wonder why the laws are different inside the US and different rules outside the US - well they can call it "pork" as long as they want but it has one and same name as mentioned in FORM ITA-4133P on page 6 BRIBRING ELECTED OFFICIALS in return of plum projects or other aprovals in the future.
