Yes, during the Cold War the friends of the US were protected. Cold War gone, no need for strategic partner, place degenerated.

Why do you think Lula and the Chinese go to Africa? To avoid this type of situation to repeat ever again. Need to develop their won resources, Need water, telecommunications and road projects.
