I think I found what I was looking for in an article dated 2004 on IBMs 90nm processor.

Look at Figure 1, which is a breakdown of the gate leakage,and subthreshold leakage and switching power, across the normal process variation of channel length.

Intel's 45nm HiK should reduce the gate and subthreshold leakage by an order of magnitude,around 10X.
