Bill had it easy.

Bush does too, if you really think about it. Other than 9/11, of course.

I figure Congress is just trying to get their final dibs of pork before the s--t really hits the fan.

Plenty of blame of go around, but with almost two terms under his belt, Bush deserves the majority of it. But I certainly won't let Congress use that as an excuse to exploit the situation.
