There are Powershares and Proshares now (e.g., DXO/DTO and UCO/DUG). These are a better pure play, because they more directly track the price of oil (the DJ-AIG Crude Oil Index, continuous light sweet crude contract, etc.).

XOI and the various "oil" ETFs and mutual funds track oil companies, not oil itself, and there is often a disconnect there.
