ElM, when I was about 11 or 12, involved in gang warfare in Mangere, I learned that it was quite easy to make things fun for everyone and attract members of other gangs so that war ceased and fun went on. Those wanting wars are essentially 11 year old boys who missed out on development stages due to mismanagement of their childhood by repressive parents. Which is not to say that there aren't bad boys, but that they can usually brought into civilization with the right treatment and bait. Many police for example are just gangsters who are behaving in a more civilized way, with bribes and constraints to keep them on the straight and narrow. That's why disbanding the Iraqi army was a dopey idea and Mq the Amazing advised against that dopey decision. Even Saddam could have been rehabilitated and given a reasonable role in a circumscribed fashion. Perhaps keeping Sunnis in line within a NewUN federal system. Everyone inside the gang instead of fighting each other. Everyone buys CDMA/OFDM powered 450Mhz cyberphones with Google's new software installed.
