Does the govt pay 100% of the cost to relocate all 165 communities that are threatened by erosion in Alaska? What about the little communities here in Wa state that are experiencing the same? Should the govt be 100% responsible for every disaster that hits a community? Or is some kind of Federal Disaster Insurance called for with equal responsibility spread between govt, insurers and home owners?

Drafting some kind of solution is a daunting task........not impossible and necessary.
