Don't know who would have believed any of that spin.

Firstly --- PR flacks can say most anything they are paid to... so long as they are not under oath. :-)

(And... they were not referring to any cables at undersea landing points, which plausibly might support a story of only trying to intercept foreign traffic... but rather domestic trunks, so it seems an especially silly and transparent bit of Big Brother's spin.)
