Z, Technically, I guess it is, but it's a middleman that doesn't have to worry much about marketing, purposely trying to reject people, or paying huge executive salaries while generating returns for shareholders. Government at all levels are widely known for employing half-wits and paying them salaries far in excess of what they are worth in market place (of course fueled buy insatiable unions). It seems to me like just another boondoggle in the making... Joe
