Rose, clothes maketh man, and presumably do something similar for woman. Hence the Emperor was keen to buy the magical clothes of gold and silver from the con-artist tailors, though in reality he was wearing no clothes. When exposed, so to speak, by a boy who didn't know to just believe Greenhouse Effect doomsterism and that the Emperor was dressed in fine raiment, his power was suddenly gone and he became a laughing stock.

Wearing a mask has a similar effect. People like to feel safe, but able to do things.

Burkas might be compulsory, but so are other clothes in "free" countries, where not only is there no freedom, other than as explicitly granted by bureaucratic bossy types who contrive to get into government so their chimpoid tendencies can be given free rein to reign, but there is compulsion too. People are not free to do nearly everything they want to do, and they are forced to things they don't want to do. Such is the state of "freedom" that you repressive types have forced on everyone. Evil-doers that you are.
