Excuse me but who is up to? We are the people. The people will decide not some incompetent president who suffers from paranoia. When I said that it is not just up to us to end it, I meant that there are our adversaries out there, and they will not just decide to quit just because we want to quit. The adversaries in Iraq have been manufactured by al Qaida to provide opposition to American forces. If we left, they would leave and then the country will fall into civil war and decide its future. We can capitulate, leave the battlefield, and get a few months of make-believe peace... I prefer a make believe peace to a make believe war where Americans are dying.
