Which one would you go to if you needed surgery?

Depends on the success rate and price. Would you go to the more expensive one with worse results if it was the US one?

That's taking "Buy American" to an extreme.

It very much depends. Even amongst US hospitals, they vary a lot as to mortality rate and capabilities. Same is true of foreign hospitals.
