"a warm place to sleep at night, an address, a phone number, a bank account, presentable clothing, maybe some job training" I think we could provide this for everyone in America without too much tax pain, if any. I think we could do it for what we overspend on our military. It shouldn't be too nice. The place to sleep should be a barracks-type situation, the phone and baths shared, with the goal of getting the people there out and self sufficient ASAP.
