Having been to both Penn Station in NYC and Gare du Nord in Paris this year, I can tell you that it's worse in Paris.

The past few decades has seen a marked improvement in the standard of living. The poverty rate has always been a relative standard, measured in terms of "living costs" which of course has risen a lot in the inner cities. Hence the reason why we have so many "fat poor people" here.

I think what you want to do is slow down the rate of economic progress and the increase in the standard of living just so that everyone can catch up. Only problem is that you'll just end up killing the goose that lays the golden eggs.
