OK, but why would a stateless Pal East Jerusalem refugee in 1967 prefer to remain a stateless refugee for 40 years rather than become an Israeli citizen of Pal heritage who could vote for a Pal mayor of Jerusalem, or somesuch thing? Why have any of them chosen never ending refugee status over citizenship (and the corresponding influence it would carry in the ballot box)?

I'm not up on all the details. My knowledge is gleaned from newspaper articles which don't go into all the details. My impression is that the residents of East Jerusalem have Israeli residence cards which are good enough for practical purposes, or were, until talk of giving back parts of Jerusalem began to surface. Now the residents want to make sure they can't get shut out of Israel. As for why they didn't do this before, well you know that taking active steps to declare your allegiance is with Israel is not a risk-free move in the Pal world. Too easy for some terrorist to declare you a traitor who should be killed.
