A bombing raid and some aircraft shoot downs where apparently enough for Quadaffi. In any case he was never as much of a threat. Iraq, the country that had invaded Kuwait, planned an assassination of Bush Sr., and took shots at our aircraft (much more often than just the two occasions when Libya tangled with Navy jets) was legitimately considered more of a threat.

Iraqi oil was never the primary concern, or even a major secondary reason for the invasion.

It was the only reason just not a public justification.


Oil was an issue, but it was Saudi and Kuwaiti oil being so close to Iraq that was the issue. Iraqi oil was not a significant issue public or otherwise.
