That's often the case with people who decide to buck customs of respect in the name of individuality

For me, it is a case of common sense.

Reminds me of Bill Clinton and his decision to not toss a quick return salute to his troops on Marine One etc.

I wasn't defending Obama. I think it's an interesting question by itself.

Irwin Shiff, the income tax protestor and avoider, made a big deal about the word shall. Said that they got the code past the courts based on the idea that shall means a guideline, i.e. the income tax is voluntary, but enforce it as if the word means must.

Shiff ended up in jail of course but the question of what the word shall means intrigues me and it seems that he may have had a (moot) point about it.
