In North America and Europe, some people are now building "super-insulated" houses that require relatively little energy for heating. These houses have a tightly-sealed inner vapor-barrier envelope, up to 12 inches of insulation, automated ventilation systems, windows concentrated on the south side, efficient heating systems and appliances, etc.

In an energy efficiency retrofit, you take an old building and try to bring it up close to these modern standards. It can be quite complicated and expensive.
