When people say things like that, it's usually a way of ignoring actual costs and values so they can do what they like.

If there was an auction for tradable citizenships, there would be numbers offered and there would be a highest bid. The bidders would be measuring the value.

I have been an immigrant [a few times] and I seemed to be able to determine whether being so was worth it to me or not. I dare say others are capable of deciding values too.

I certainly didn't think it was immeasurable.

The USA benefits from immigration, but that doesn't mean any immigration at whatever cost. By assigning market values, the USA [and other countries] would maximize their value and immigrants would do too.
