A low US dollar does not necessarily mean the US can manufacture an item for less than Canada. Current auto production is governed by the US/Canada auto pact, and I haven't heard it is being amended. As $C becomes stronger, the natural outcome is that those cars will be manufactured neither in Canada nor the US but in China. GM is already taking the first steps (in a funny way):
