Would you define what you mean by single payer, just so I'm clear?

Sure... single payer is an insurance program where an entity, most likely the government, pays all claims under "the system". It doesn't presuppose universal care (though that is almost certain).

Universal care just means that everyone is covered. Current proposals are a combination of private and public insurance.
