You cite all the bad things the private sector is doing as a reason not to turn to the public sector.

I just don't think about this in terms of public sector vs. private sector. I'm looking at individual threads running through it.

The thread I was addressing was the effect of collectivism on individual liberty. Whether the collectivism manifests in the private sector, in this case in employee risk pools, or the public sector with national risk pools, the tendency to try to constrain costly behavior or personal characteristics among fellow pool members is the same. It's the collectivism factor and its ill effects that I was addressing. No one wants pregnant teenagers, fat people, or daredevils in their pool.
