People from the grotty countries put a lot of effort into getting into the rich and boring countries too. Boring is very appealing to people. That's because having a nice life is not actually boring. Even with luck, it doesn't remain nice and plenty of non-boring things intercede to spoil a pleasant day. Death for example remains fairly common among people in boring suburbs when they reach age 90. Young people too get non-boring things happen, such as having babies, getting cancer, having interesting jobs.

Similar to how the best school districts force the parents to ante up a larger capital and/or annuity for allowing their kids to be part of the school system.
