That goes for anything, of course.

(The one of the basic jobs of government is to establish systems to verify the safety of goods in international trade.)

Other countries with solid health care / pharma distribution systems (UK, Canada, Australia, the E.U., Japan, etc.) haven't had much difficulty establishing procedures to guarantee safety of the pharma they trade amongst themselves --- having their distributors vetted and subject to reciprocal inspections, having their equivalents of FDA and Customs establish required procedures, licensing, and inspection terms... having manufacturers signed up so product is verified from manufacture to retail distribution, etc.

No doubt we would not have much difficulty either, were we to go for free - not protected - markets.
