I don't care if "states rights" was used as an excuse for the federal government to not step in and counter Jim Crow. There is no proof that "states rights" is a code phrase for white supremacy.

Of course, Herbert is pushing a conspiracy theory, which means that lack of proof is proof of its existence ...

Outside of the South, deed restrictions that didn't allow a property to be sold to blacks were common. Many still exist, but haven't been enforceable in decades.

Deed restrictions like that existed in LA right up to the '60s and Reagan lived in those neighborhoods when he was an actor.
