Second rule of partisanship: Silence the opposition. Equate the term "states rights" with racism, and you can get people who sincerely believe in it to shut up.

You obviously misread the article. It was about Regan, not the present.

Not really. That article was the third in a series. Krugman wrote an article about Reagan, Brooks objected to it and tried to paint the picture that Reagan was totally unaware what "state rights" meant to that crowd at that time. Herbert's article was a counter to that. Although there have been others.

Bottom line, Reagan used racism on his way to the White House. And he kept using it through out his administration.

Remember the "welfare Cadillac"?
