"Herbert is "setting the record straight" by making false associations between racially-motivated murders and Reagan's "OMG states rights" phrase."

The associations are false because you say so?

Sorry, Tench. Those associations existed in that time and place, and Reagan knew it. Just like he knew what he was doing when he talked about how the Voting Rights Act was humiliating to the South. Or when he talked about the "welfare Cadillac", even well after the story was shown to be false. Or when he talked about a "strapping young buck" using food stamps to buy steaks. Now you may not realize it, but the phrase "strapping young buck" is Southern speak for a large, black male. So he did know the code.

Whether or not Reagan was racist is irrelevant. He played to those who were. And your attempts to nuance it are a little pathetic.
