Many of the white supremisist groups see activist government as their enemy. Paul believes in dramatically smaller government and leaving people alone, as much as possible. Abolishing all that pesky agencies like the IRS, Bureau of Alchohol, Tobacco and Firearms, etc. would certainly make life easier for groups that believe they are being persecuted by an activist government, giving minorities unfair advantages.

It's not hard for me to see that groups like that would find Paul's broader message intriguing, albeit for reasons he never intended.
