These results may surprise people who have heard so much over the past five years from the Bloomberg administration and some of the media about New York City's "historic" gains on the state's math and reading tests. But the NAEP doesn't lie; it measures achievement far more accurately than state tests do. No doubt the administration will put the best face on the latest test data. But the reality is that $7 billion in extra education spending has so far produced only pennies' worth of academic improvement in most grades. The sooner the city faces up to the bottom line, the sooner we can start speaking honestly about how to remedy the situation.

The first remedy is to give the tests to the teachers.

Four 5th Special Forces soldiers honored with Army's Silver Star
Troops endured enemy fire while helping rescue Iraqi scouts

Four Fort Campbell soldiers with the 5th Special Forces Group (Airborne) were awarded a Silver Star Wednesday for their actions to overtake intense enemy fire in An Najaf, Iraq, in January.

Master Sgt. Petter Jacobsen, Master Sgt. Raymond Lancey, Staff Sgt. Greg Keller and Master Sgt. Sean Kirkwood were the recipients.

"Standing in front of us are truly great men, heroes among heroes," said Maj. Gen. Thomas Csrnko, commanding general, U.S. Army Special Forces Command (Airborne), to the audience full of family and fellow soldiers. "This fight will go down in history. This fight is what books are written about and what movies are made from."
