Its going up more until the conditions causing the increases are reversed.

Crime is lower than it was under Clinton.

It was lower.....its going back up under Bush.

At the moment its lower. At the moment its gone up for a year or two. That doesn't mean its going to go up for several years, or wind up higher than "Clinton's crime rates" (in parentheses because presidents only have a minimal impact on crime rates)
