"Whacking the hedge fund managers" is probably partially justified. The more important issue to me is not "is it fair", but rather what the practical results of the tax increase will be.

Is see little reason for a tax increase to be positive. It might decrease investment a bit, or it might just shift it, but either way its not very positive in terms of practical results. It might make sense as something that will let us enact some other tax cut, but considered in isolation its likely to be at best neutral.
