Probably. Doesn't mean it is accurate. Reagan's first campaign was strictly aimed at whites. And that is where he got the votes, less than 10% of the blacks voted for him.

It's not a "racist conspiracy." It's race-baiting. There's a difference.

If he'd made that speech in Chicago or NYC, it might not be race-baiting. But it was in Philadelphia, MS, which was a flashpoint for racial violence.
